Any number of reusable infusers can be used for this... however they're hard to clean and require loose tea.  If the infuser is disposable then it is too flimsy to stir the tea and sugar.  If it's made from tougher materials then it becomes too expensive and not eco friendly... thus not worth it.</description>

...and you aren't supposed to stir tea while brewing (right?), and using the tea to stir in any sugar, milk, etc. would be just that.</description>
